You can access the command bar by pressing F3, unchecking 'Disable Console,' then pressing Enter. Easy peasy!
To get to the command bar in Subnautica, just press F3 to bring up a menu, then hit F8 to enable your mouse cursor. Uncheck the box that says 'Disable Console' and press Enter to open the command bar. Type away!
Slam F3, check your mouse with F8, uncheck the console box, and boom, command bar access! Enjoy your game!
Just so you know, there's no command bar on consoles. If you're playing on PC, follow the F3, F8, Enter dance.
