Easy peasy! Open BitLife, go to the Relationships tab, tap on your father, and select 'Spend Time.' You might get lucky and go fishing!

It's a bit random, but go to 'Relationships,' click on your dad, and choose 'Spend Time.' Sometimes you go fishing, sometimes you don't.
