I'm pretty sure you just level up and pick the right perks. But honestly, you can find most of what you need without lockpicking. Just keep your eyes peeled.

Just grab the Picklock perk card as soon as you can. You can't miss it; it's in the Perception tab. No fuss, no muss.

Easy! Level up your character and keep an eye out for the Picklock perk under the Perception category. You can equip and upgrade this perk card to increase your lockpicking skill.
