Check your phone's volume settings too! Make sure the volume buttons are turned all the way up. Works for me every time.

I had the same issue. Open 'Settings' in PUBG Mobile, then adjust the 'Sound Effects' and 'Speaker' volumes. Made a huge difference for me!
