How do I issue a commandment in Total War: Warhammer?

You can't issue a commandment without owning the entire province. Capture all the settlements, then go to the province screen and choose your commandment.

Just control all the settlements in a province first. Then, click the province panel and pick your commandment. Easy peasy!

To issue a commandment in Total War: Warhammer, you need to control an entire province. Once you do, click on the province tab and select the commandment you want from the list!
