How do I issue a commandment in Total War: Warhammer?
You can't issue a commandment without owning the entire province. Capture all the settlements, then go to the province screen and choose your commandment.

Just control all the settlements in a province first. Then, click the province panel and pick your commandment. Easy peasy!
To issue a commandment in Total War: Warhammer, you need to control an entire province. Once you do, click on the province tab and select the commandment you want from the list!
Gotta capture all the settlements in a province. After that, click the province icon and select the commandment you want. Done and done!
Get control of an entire province then go to the province panel and select your commandment. Boom, you're all set!
