You actually can't teach your character to swim as a specific action. They'll get it from general life experiences or sports activities in the game.
You can't specifically 'learn to swim' in BitLife, but your character might do it through school activities or random events!
My character learned to swim when I enrolled them in extracurricular activities at school! Just keep participating in various events.
