Oh, making a waterfall is like unleashing your inner landscape artist, but in Animal Crossing style! First thing, you gotta have the Island Designer app upgraded on your NookPhone with the waterscaping permit. Once you've got that, find a spot by the river or on the highest ground. Then, open the app, select the waterscaping tool, and start digging or building up where you want the waterfall to begin. If you're up high, make sure there's a cliff below for the water to fall down. You can make it as wide or as narrow as you want by adding or removing ground next to the fall. Play around with it, and soon you'll have a waterfall worthy of a postcard!

Just get the waterscaping permit and go crazy with the shovel. Waterfalls are easy.

Honestly, making waterfalls was a bit of a letdown for me. It's all about digging and then undoing if you mess up. Not much to it.
