First, build a Moonpool and then place a Vehicle Upgrade Console inside it. This console lets you craft upgrades for your vehicles using resources you find underwater.

To make vehicle upgrades in Subnautica, you'll need to use the Vehicle Upgrade Console, which you can build in the Moonpool. Once you have it, you can craft upgrades like depth modules and storage modules using gathered resources.
