In Pokémon TCG Online, mulliganing is pretty straightforward. If you don't draw any Basic Pokémon in your starting hand, you'll have to reveal your hand to your opponent, shuffle it back into your deck, and draw a new hand of 7 cards. Keep doing this until you get a Basic Pokémon. Remember, each time you mulligan, your opponent can draw an extra card!

You can't really 'mulligan' by choice in Pokémon TCG Online; it's all about whether you draw a Basic Pokémon or not. No Basics, then you're stuck shuffling and gifting your opponent extra cards until you get one.
