You need the Lab built first! After crafting a drill, use the up arrow on the D-Pad to enter Gadget Mode, select a build site, and press 'A'.

First, make sure you’ve crafted the drill at the Fabricator in the Lab! Then, open your Gadget Mode with the up arrow on the D-Pad and place it on a build site.
