Japan PSN only accepts Japanese postal codes, so use a real Japanese address. Most codes are in this format: 123-4567.

Pick any 7-digit Japanese postal code, something like 100-0001 should work fine.

I use the Tokyo central post code: 100-0001. Works every time to access Japan's PSN goodies.
