Just unplug the power cable from the back of the Xbox 360 for a few seconds, then plug it back in and power it on.

To reboot my Xbox 360, I always just held the power button on the console until it turned off, waited a few seconds, and then pressed it again to turn it back on. Always worked like a charm.
