Make sure your graphics drivers are updated. Sometimes outdated drivers can mess with fullscreen settings. Trust me, I learned that the hard way!

Hey, I've had the same issue. Just hit Alt+Enter while in-game and it should instantly switch to fullscreen. Works like a charm!
