PSA: You only need a Microsoft account. Go to account.microsoft.com and create one if you don't have it yet, then use that on Xbox.
Signing up for Xbox Live is super easy! Just go to the official Xbox website, click on 'Sign In', and then select 'Create One!' Follow the prompts to enter your info and you're done!
I just did this last week! Open your Xbox console, go to 'Settings', select 'Account', and choose 'Sign In or Sign Up'. Follow the on-screen steps, and voilà!
