You can unlock Luigi by playing through the World of Light adventure mode. Find him in the Sacred Land section!

Alternatively, Luigi might challenge you after playing a sufficient number of Vs. matches. Keep smashing until he shows up!

Just keep smashing in Classic Mode. Luigi can be unlocked by completing it with certain characters (try Mario) a few times.
