Just keep playing through the game. You'll find the nozzles after a few episodes when Shadow Mario pops up with them.

To unlock the Turbo and Rocket Nozzles in Super Mario Sunshine, you need to collect ten Shine Sprites to unlock Bianco Hills, then chase Shadow Mario around Delfino Plaza when he appears with each nozzle.
