To upgrade your Urban Scout Armor in Fallout 76, you'll need to get your hands on some Armor Mods. These can be found at vendor machines, especially at the Whitespring Bunker, or by completing events in the Mire region. Make sure you've also got the necessary perks, like Armorer, to actually apply the mods!
