You can use XL Candy to power up your Pokémon past level 40, but you need to be at least level 40 yourself to start collecting it. Just go to the Pokémon you want to power up, tap 'Power Up', and if you have enough XL Candy, you'll see the option there!

Honestly, you could just ignore XL Candy until you really need it. Leveling up past 40 is way too grindy for me.
