Promo cards in MTG are distributed in a variety of ways, depending on the type of promo. Some are given out as participation prizes in tournaments or events, others can be found in special product releases or directly from game stores as part of a promotional event. Wizards of the Coast also sometimes includes them in sealed products like booster packs or as part of a Buy-A-Box promotion when you purchase a whole booster box from a store.
