When you're breeding in Fallout Shelter, the baby Dwellers' stats are influenced by their parents. Each parent's highest SPECIAL stats (Strength, Perception, Endurance, Charisma, Intelligence, Agility, Luck) can get passed down, giving the offspring a head start in those areas. It's not a guarantee they'll inherit the best of both, but it definitely increases the odds. So, if you're aiming for a particular stat in your next generation of Dwellers, pair up parents with high stats in those areas!

Actually, it's all random. Been playing for years, and it seems like luck of the draw to me. Sure, parents' stats might have a slight influence, but don't expect mini super-Dwellers just by pairing up your stat all-stars.
Just match your best with your best and hope for the best! It's like making a super team, but cuter.
