When you upload a photo or video, tap 'Tag People' before you post and then tap on the image to choose who you want to tag.
If you want to tag someone in a Story, use the sticker icon, select '@mention', and type in their username. Done and done.
Tags are overrated. Just DM the person and let them know about the post.
