To use Debug Mode in Sonic Mania, first unlock it by collecting all the Chaos Emeralds. Then, start a No Save game and, while on the level select screen, press Y on Xbox, Triangle on PlayStation, or X on Nintendo to activate it!

You can't use the Debug Mode without unlocking it first, so get all Chaos Emeralds and then have fun!

Just beat the game and enable the options menu in Mania Mode. Enter the button combo (like Sonic's speed, you'll just have to figure it out!) to activate Debug Mode.
