Short and sweet: werewolves change when players don't cast spells. No spells? You get a big scary werewolf. Too many spells? Back to human form.

Been playing werewolves in MTG for years. The trick is all in controlling the flow of the game. If you can manipulate when spells are cast, you can control when your werewolves flip. It adds a whole layer of strategy, trying to either spell-starve or flood the turns depending on what you need.
