Voice chat in Roblox is unlocked only if your account is age-verified, and that means uploading an ID or other 13+ verification proof in your account settings. Once verified, go to the privacy settings, find the voice chat toggle, and turn it on.

In my experience, you just need to verify your age and then activate it in the privacy settings. Worked for me pretty smoothly!
