You need to reach level 17 first, then you can buy stairs in the Home Store and place them in your house to access the second floor!

Reaching level 17 unlocks the ability to build a second floor. Then, just get the Multi-Story Renovations pack and start building. Easy peasy!

To add a second floor, click on the Home Store, then tap on the “Floor Construction” button. You'll need to have the Multi-Story Renovations pack unlocked, which you can get after reaching Level 17 and saving up some Simoleons and LP!

From personal experience, adding a second floor cost quite a bit of Simoleons and LP, but it was worth it to give my Sims more space!
