In Sims FreePlay, you need to first have a baby and then go through the life stages, with the teen stage being one of them. No direct adoption option for teens, though!

Adopting a teenager in Sims FreePlay isn't possible directly. However, you can age up a preteen using a birthday cake to become a teen.
