To build a mezzanine in The Sims FreePlay, you need to unlock the Multi-Story Renovations quest at Level 17. Once you complete the quest, you'll be able to add multiple floors, including mezzanines, by using the Home Store's floor construction tools.

I had a blast building my mezzanine! After finishing the Level 17 quest, I used the floor button to add another level and then cut out sections to create an open space below. Looks awesome!
