To build a swimming pool in The Sims FreePlay, you need to be at least Level 20. Just go to the Home Store, tap the Outdoor tab, then tap the Pools tab. Place and customize your pool as you like!

It's pretty simple: reach Level 20, tap the Home Store, then the Outdoor tab, and finally pools. Voila, time to swim!
