Just have one Sim date two Sims. It's messy but possible. Make sure they don't run into each other!

Easy! Just make sure both pairs of Sims are constantly flirting and doing romantic actions like 'Kiss Hands' or 'WooHoo' to get those relationships up there.

In my game, I just made sure to keep each couple in separate homes and let them do romantic stuff like 'Embrace' and 'Dance.' They leveled up to dating in no time!
