Sadly, The Sims FreePlay doesn't have a direct spell-casting feature. You'll have to stick to quests and magic-themed events for your wizardly fix.

You can’t cast spells directly in The Sims FreePlay, but you can complete magic-themed quests like the “Saved by the Spell” quest. It’s all about earning those wands and capes!
