It's actually super easy: open the story, click the three dots, hit draw, pick a color, and hold your finger down on the screen.
Use a photo as your story's background and Instagram will automatically generate a color to match it. Easy peasy!
To change the background color, take a random photo, tap the draw tool, select a color, and hold your finger on the screen. Voila!
