To climb cliffs in Animal Crossing, you gotta get yourself a ladder! You can craft one after you receive the DIY recipe from Tom Nook. This happens after you've helped him with a bit of island development - like inviting new villagers to your island. Once you have the ladder, just walk up to a cliff, and voila, you can climb up or down to your heart's content!
