You need to build a fashion studio! Once that's done, send your Sims there to start creating designs. Just don't let them wear socks with sandals.

You need to unlock the Fashion Designer hobby by building the Fashion Studio. Then, you can send your Sims to work on their designs and unlock new outfits. I did this and now my Sims are slaying the fashion game!
