To create an upstairs in Sims FreePlay, you first need to complete the ‘Multi-Story Renovations’ quest. Then, select the upper floor option in the home store, and you can start building your second floor!

Complete the ‘Multi-Story Renovations’ quest to unlock the ability to construct an upstairs. After that, go to the home store and use the floor levels tab to add your new floor.

You can't build upstairs until you finish the ‘Multi-Story Renovations’ quest. After you do, add floors through the home store. Simple!
