You can’t deactivate a single PS3 remotely. You need physical access.

I recently had to do this and the best way was through the console itself. Navigate to 'Account Management,' select 'System Activation,' and deactivate under both 'Game' and 'Video' if you have them activated. Took me all of two minutes!
