Deleting an Xbox Live account means you'll have to delete your Microsoft account entirely. Head to the Microsoft account closure page (https://account.microsoft.com/), sign in, and follow the prompts to close your account. But be warned, this nukes everything tied to it (email, OneDrive, etc.).
You can't delete your Xbox Live account without also deleting your Microsoft account. Visit https://account.microsoft.com/ to start the process.
