Honestly, DE does all the designing. Best bet is to join the community forums and suggest your ideas there!
First, you gotta pitch your concept to Digital Extremes. Think about unique abilities, lore, and aesthetic that would stand out in the game. Then cross your fingers!
Trust me, as someone who tried, it's all about creativity and persistence. I pitched a space pirate Warframe and got some pretty good feedback!
