Each time you level up, you'll earn a talent point to put towards various skills. Also, keep an eye out for special quests and activities in the game that reward you with extra talent points. Levelling up is key to getting those talent points. But don't forget: some specific side quests give you extra points. I found a couple by just exploring around and talking to NPCs. It's worth taking a break from the main story to do these!
