To find Cliff, you need a Rocket Radar! Assemble it by collecting 6 Mysterious Components from Team GO Rocket Grunts. Once you've got your radar, Cliff will show up as a Team GO Rocket Leader on your map.
Honestly, finding Cliff is way too much effort. Just keep battling those Grunts until you get a Rocket Radar and the rest is history.
I've found Cliff by using Rocket Radars. Just gather 6 Mysterious Components from Grunts, and Cliff will appear as a shadowy figure on your map. Good luck!
