If the buttons are sticking or not responding, carefully open the controller (you'll need a small screwdriver). Clean the contacts and buttons with isopropyl alcohol. Make sure everything's dry before reassembling.
Just buy a new one. Trust me, it's not worth the hassle fixing it! :)
Sometimes syncing issues are the culprit. Plug your controller into the PS3 using a USB cable and press the PS button. That usually does the trick!
