Try using a different charging cable or plugging it into another USB port. Sometimes, it's just a faulty cable or port!

Have you tried charging it through the console's USB port in rest mode? That helped my controller come back to life.

Reset the controller. Use a small pin to press the reset button on the back near the L2 button. Worked for me!

My controller wasn't charging until I cleaned the charging port. A quick blast of compressed air did the trick for me.

Honestly, if it's not the cable or port, the battery might be dead. Replacing the battery isn't too hard, and you can find guides online for it.
