Short and sweet - complete the Pioneer Scout questline at Camp Lewis. It's a bit of a grind but totally worth it for the extra carry weight.
Actually, you can also grab a small backpack plan at Morgantown Airport. It's inside the Overseer's cache. Not as swanky as the Pioneer Scout one, but it's a quick fix if you're just starting out and need extra carry capacity ASAP.
I just crafted mine after completing some challenges - patience is key, but now I can carry all the junk I want!
