You can't get a Frost Dragon through normal gameplay anymore since it was only available during the Christmas event in 2019. Your only option is trading with other players – find someone who's willing to part with theirs!

The Frost Dragon is a limited legendary pet, primarily available during the 2019 Christmas Event. If you weren't around back then, your best bet is to trade with another player. Good luck finding one!
