Just steal one from the nearest helipad, lol. Or buy it if you're not about that life.
Honestly, just find a helipad. Helicopters often spawn there. If you're looking for something specific, buying from Elitás Travel is your best bet. Got my first helicopter there and almost felt legit buying it instead of the usual GTA shenanigans.
