Honestly, just collect four of the same pets and grow them up. Easy peasy.
Pro tip: If you're really in a hurry, consider trading for fully-grown pets. Sometimes it’s faster than raising them yourself.
To make a Neon pet, you'll need to merge four fully-grown pets of the same type. Take them to the Neon Cave under the main bridge and place them on the four glowing circles. Poof! Neon pet magic!
