I had to get a refund once. Go to the PlayStation support page, choose 'Refunds and Returns' and follow the prompts. They got back to me in a few days!
Just head to the PlayStation website, navigate to the support section, and there's a refund request form you need to fill out.
You usually can't get refunds for digital content unless there's a special situation like a faulty game. It's worth a try though!
