As someone who's caught a lot of Blisseys, I recommend hunting Chansey during special events when they spawn more frequently, then evolve.

Honestly, the best way is to catch a lot of Chanseys and evolve one. If you're lucky, you might find a wild Blissey.

Just hatch a Chansey from an egg, walk it to get candies, and then evolve it into Blissey. Easy peasy!
