I've been hanging out with Chop a lot in my own gameplay. Best method? Make sure you're playing as Franklin, go up to Chop, and the game will guide you. Also, taking him on walks and playing fetch makes him more responsive. The iFruit app does add a nice touch, letting you take care of him outside of game time, making him even more loyal in-game.
