How do you get Creative Mode in Terraria?

Short answer: There's no 'Creative Mode' by that name. But, Journey Mode is what you're looking for. It lets you tweak the game in ways Creative Mode would in other games. Spawn items, control the environment, have fun!

Creative Mode isn't a native feature in Terraria like it is in other sandbox games, but once you defeat the Wall of Flesh and enter Hardmode, you unlock something similar called the Journey Mode. Journey Mode gives you a lot of creative freedoms like duplicating items, controlling weather, and adjusting enemy difficulty. It's pretty much the closest thing to Creative Mode you're gonna get!

Actually, you don't 'get' Creative Mode in Terraria because it doesn't exist. You want Journey Mode for the flexibilities that resemble Creative Mode.

Just beat the Wall of Flesh, lol. That unlocks Hardmode, and then you can play Journey Mode, which is Terraria's version of Creative. You can basically do anything!
