Just keep aging up and make sure you have enough money for each test. You'll need to pass the driver's test at 16, then tackle other licenses, like the pilot or boating ones, as you get older.
I got all mine by staying in school, keeping my health up, and saving money. Each test has its own age requirement: 16 for driver's, 18 for commercial driving, 21 for pilot, and so on. Keep hitting the books!
You basically just have to get old and spend some cash! Be sure you're at the right age for each license and have some money saved for the fees.
